Since i put fast boot on bios cant access bios with F2, any idea? Laptop Toshiba C660

I've never heard of F4 accessing the BIOS, usually F2 or DEL.

Fastboot is exactly that, fast. I would recommend you be holding or tapping the appropriate key (F2 or DEL usually ,but perhaps yours is F4) before you power the laptop on.... then you should be 'spamming' it quick enough to access the BIOS>
