Since upgrading to Window 10 I can't use my CD drive. It is listed in Device Manager but with an error - Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19). I've uninstalled it and rebooted but no change. I've tried downloading the driver and then manually loading it but Windows tells me I already have the latest version of this driver and does nothing. Is there a fix for this. Thanks.

How about this:
Turn PC off
Unplug CD Drive
Turn PC on so it detects there's no cd drive installed
Turn PC off
Plug CD Drive back in
Turn PC on

Follow the cables that connect from the cd drive to the motherboard and unplug them.

Why on earth did you unplug a cable with a screw driver? only a relativley minimal amount of force is needed to unplug it.
Try this but be very careful you dont change anything else. :)

Followed that advice to the letter. Deleted the specified registry entries but still no joy. Restored the deleted entries and now Device Manager shows the device in the "unknown" folder. Looking at other remarks on the site you directed me to it seems to be a problem affecting mostly users with Toshiba Satellite PC's. I have the L450 model. You'd have thought Microsoft would have sorted this problem by now.
