Single digit not working on number row :/

Hey All, I have this really nasty issue that I'm at a loss for on how to resolve.

The "7" key on the number row does not work. The only way to get a "7" is to use the number pad.

Anytime I press the "7" key, on the number row, the keystroke does not appear regardless of what app I'm in. Keys "6", "8" and using shift+"7" gives the proper numbers and ampersand character respectively.

The issue does appear to be hardware related as plugging the keyboard into another machine will produce the "7" without issue. I've also tried another keyboard in my system and have the same problem.

It appears to be software related. While the machine is booting into Windows, the key will work briefly until it is fully booted, then will stop working. I've disabled ALL startup apps using msconfig, and still get the issue, so it doesn't appear any startup app has taken over with hotkeys.
