Single or dual 12v rail on a standard PSU?

I've ordered THIS PSU, and I just want humbly opinion. It has decent safeties, active PFC and 30A on each of its 12v rails. Some people say, dual rails is better, because its adds another layer of protection other says its bad. I wonder which is true for my case. Please, don't offer me Corsair, Antec, CM, etc. I'm on very limited budget and I want to do the most with what I have. I have a 6-7 years old PC and I want to do a refreshing upgrade until I build a new one.
 
Single rail offers the same protection, but it doesn't matter for an old system. Since it only includes a single PCI-E 6+2 Pin (150W) connector, you know that it can't provide power close to its rating. Normally a 620W PSU would include at least two PCI-E 6+2 Pin connectors.

So that means I'm limited to 150W card which in my case is fine. I'm planning to get a used 7770 and/or 260X in future. Both of them require single 8-pin so its not going to be a problem, right?

 
You are correct. To install a more powerful GPU, you obviously could use adapters (they often are included with the GPU), but that isn't recommended; it's best to use a power supply that provides all the required connectors.
