Single pci-e dual gpu

just curious if ive got a mobo with one pci-e x16, could i use a riser to split it up into two pci-e x8 and slot in two gpus?

thanks i know about 4850/4870x2 and gtx295 but they are very powerful and very expensive. im thinking about having 3 monitors, but none of them need very much power. And multiple pci-e boards are expensive. are their any cheap single cards which support 3 monitors?

sounds cool how powerful a card would i need for two 1280x1024 monitors? also would it be possible to have two monitors on basic pci gpu, and one monitor on the onboard graphics just for basic use, and another on a powerful card pci-e card (i'm assuming the different cards would need 3 different drivers).
