Can I Build a single System with a single i7 Processor, 32GB or higher RAM, 1TB HDD for OS, Single GTX 960 4GB GPU with 800W PSU and connect it to two monitors AND allow 2 users to use it parallel with their own keyboards and mice and software... For parallel usage as a CAD station???

What you probably could do, is run a single system to run two virtual machines. Then build two "dumb" terminals to remote into each virtual machine. I wonder if you could use a Raspberry Pi for something like this.
