Laptop - Lenovo ideapad 320 (three months old)

Fault: usually first thing, but also after in use for a while - opening a new browser tab (in Chrome) results in a delay of 10 seconds followed by a "site cannot be reached" error. this is ALWAYS for sites I know work - because 30seconds later they do!
Definitely NOT chrome, as same problem occurs in Edge and Firefox.

things i've tried:
■ ipconfig /release
ipconfig /all
ipconfig /flushdns
ipconfig /renew
netsh int ip set dns
netsh winsock reset
and then restart the computer

■changed Changing maximum allowed TLS version to 1.3
■ reset router (Virgin media Hub3) and network adapter
■ updated and rolled back wireless drivers
■ Disable Experimental QUIC Protocol
■ Reset TCP/IP stack
■ reset Chrome
■ restart DNS client
■ switch DNS servers 8.8.8.8 and 8.8.4.4
■ reset network adapter

I'm thinking this is a lenovo hardware issue, but i'm now stumped.
Curious thing: the Advanced Wifi properties only show three items that can be changed
► D0 Packet Coalsecing
► Network Address
►Roaming Agressiveness
- whereas on previous computers the list under Properties>Configure>Advanced has run to 10+ items

any help at all appreciated - before i tear out what's left of my hair

i really would've preferred this in it's own thread as it really doesn't match any of the other similar threads in description, as i'd said:

■ "the site can't be reached" fault lasts for about 10 seconds before finally finding whichever site i try to connect to
■ fault is intermittent
■ fault is only happening on lenovo ideapad 320 - all other machines in house are fine
■ fault is happening on chrome/edge and firefox

also, what makes me think it's laptop itself? - i've tried an extensive list of "fixes" - which all change nothing

please help
