[SOLVED] Six million dollar man Pinball

Have a six million dollar man. It will not boot up. The led flashes twice then stops, no boot up. I followed the circuit and there is no 25vdc at pins 15 and 9 of U-14. All other voltages are there in the zero crossing detector circuit. Also R18 ohms out at 512K instead of 1.5M and R16 ohms at 1.1K instead of 2K but the voltages are there. Stuck. And any help/suggestions would be greatly appreciated. Tony
