Size of icon fonts custom

I just bought my mother a new computer. She has a very hard time seeing. I have messed with the DPI and also the resolution of her monitor. Windows 7 I believe had settings for each part of the operating system.
Is there a way to get some other options on sizing items and colors. I will change registry settings if need be (I don't know how but I am good with directions)

What we did with mums PC is scaled here 1080p screen to 150% - I have scaled my 4k monitor to 150% as well as its impossible for me to read otherwise.

You can set custom scaling if you right click desktop, choose display settings
then click Advanced Scaling Settings link under the Scale & Layout header. Its just not advisable to make them too big as some text, apps and other items can be unreadable if display doesn't support the size. warning on page says as much.

Have you looked in Settings/Ease of Access/Vision? The high contrast tab on this page might help her as well?
