size of monitor affect fov if they are in the same resolution?

It affects your FoV (eyes to screen) but the in-game FoV stays the same unless you can change it in-game or via config file mods. Practically no game bothers to check what sort of screen it is attached to beyond the output resolution aspect ratio.

then i will have the same fov, but on a bigger monitor i will have a better perception of fov, notice things more easily?

Maybe. Depends on your peripheral vision and distance from screen. If you double the screen size but then have to sit twice as far away from it to see everything comfortably, then your eye-FoV ends up being the same that you started from.
