Skill limits?

I heard something about there being a lower maximum limit for Minor skills
compared to major skills in the game. Is that so, and if yes; what is that
limit?

AFAIK, you've heard wrong. The highest you can _legitimately_ get any skill
is 100 (before fortifications); major/minor/misc doesn't matter.

You can learn any skill to 100, no matter if major, minor or misc. The
basic idea of major skills simply is, you learn them much faster by
using them, as they are assumed to be more natural for your character. A
Fighter can get Destruction up to 100, it will just take much longer
than a Magician.

I see. I'm not sure how to understand fortifications? Will the +15 modifyer
on long blade for a redguard count against that maximum of 100, in effect
robbing the character of a level and a half, or will the redguard be able to
advance to 115 in longblade (120 if the chraracter is specialized in
combat)?

Yes.

No. Longblade will be limited to 100 without enchantments.
Racial modifiers are only useful at the beginning of the game.
After several levels they are effectively useless.

Sorry, that 15 bonus from being a redguard does cost you 1.5 levels in
potential...2 levels when stacked with combat specialization. 100 is the
maximum natural stat or skill. Any stat or skill bonus from magical sources
can increase your skill beyond 100.

My recomendation is to not worry about those two potential levels lost. By
the time it becomes an issue, two levels won't matter too much; you'll be
able to walk over anything short of a small daedric army.

Actually, I've recently stumbled across an exception to this rule: with my
personality at 99, I leveled up with a +5 bonus to personality, and got a
permanent personality score of 104. A caveat, though: if a spell or disease
reduces any stat that is over 100, you will only be able to restore it back
up to 100 ( someone or something since my bonus has damaged my personality
by 1 point, so it's now permanently at 103 ).

available in the game which add to an existing level. E.G. Boots of blinding
speed will add 200 pts to your speed level(IF you wear Cuirass of the
Saviors Hide for awhile). So if your base speed level is 100, with boots it
will be 300! Works while flying too. There are many goodies like this. Also,
blessings from the Gods will put certain skills over 100. There are lots
more items, blessings and other things that will boost your stats over 100.
EG, my personality stat was low, but i wore the Masque of Clavicus Vile,
which added 30 pts to personality, putting it at 110. The stat boost is
permanent as long as you wear the item.

Like my 1 million pts, 1 million seconds attribute/ability fortification
potions. Speed and Levitate are effectivly useless. I boosted PC Agility and
Strenght. Should move and punch like Neo in The Matrix now... Bad side being
I wreck every weapon in 1st hit. But I kill everyting in first hit too so
thats not a problem. Even with my 5 Long Blade skill. I feel like a cheater
🙁... And I am still dead scared of going into the wild. Just thinking what
is lurking about... Brrrrrrrrr.

Maybe I should start another game. I've been playing the same one for
almost two years..........
Your idea of pushing the envelope for one stat is quite intriguing.
Thanks! Kudos to you for such a novel slant. And I arrogantly thought I had
da ticket with all the good weapons, armour, stats and rep. Silly me. Time
to start another game.
