My current cpu is i7 860 2.8Ghz. Is it worth waiting for skylake or broadwell to upgrade? Or is it worthwhile to upgrade to Haswell (if i do it will probably be i5 4690k)? If I do either of these options, what would I gain in terms of performance? Thanks!

If you have not been following the Intel Broadwell and Skylake news then check it out when you can. In teh meantime I can tell you that Intel® is looking to be slightly pivoting more and more towards the mobile market. As far as I can tell , Broadwell is available on the mobile platform , with a few Desktop SKUs which are similar to the mobile ones. TDP ratings of 15w and 28w.
It really depending on what your looking to do now. Sandy Bridge was a big step over Nehalem but your CPU can still hold it's own as it is still faster than an AMD 8 core. If your planning on it then go for the i5 4690k. A Decent Z97 motherboard would not as expensive as Mid to high tier p55 , p67and Z77 were at launch.

Well, you may be waiting a while for the chips as only mobile processors have been set to launch. There isn't much a need for i5 4690k to upgrade anytime soon since it will perform great in 90% of desktop application. My advice would be to upgrade to haswell and you won't regret it l.
