Skylake + Gtx 650??

Hi First of all thanks to everybody in advance
My Sister asked me to build her a PC i have a Core I5 6400 Skylake
she said she isn't going to play too many games
how much would a Gtx 650 bottleneck the I5
For example Gta V Normal Settings at 720p what would the average fps be?

The video card doesn't create a bottleneck for the CPU, it's the other way around. The i5 you have will run just about any graphics card or cards you throw at it, so the graphics card you are using will be the limiting factor. The benchmark below, using 1080p and med/high settings, shows about 60 FPS in GTA V. If your only running 720p, your FPS will be quite a bit higher.

The gtx 650 is quite weak, and will strugge with GTA V even at normal settings. A newer 950/960, or a 760 is probably a better choice.
Or if you want to go the AMD path, the R9 370/380 are both good.
A CPU will never get bottlenecked by a GPU. Only a GPU can be bottlenecked by a weak CPU.
