Skylake i5 6500 1070 gtx low fps

Hello, I have already made a thread and not sure if i can make another but thought maybe I can get some help here...
Im new to pc gaming and my fps in cs go is around 130.. drops down to 100 and sometimes goes to around 160+ but surely thats not right with this build i thought i would be getting stable 200 fps at least...

Ive tried fully re installing drivers didn't work...
can someone help me out please,

It seems fine. Nvidia has software built into their drivers that keeps the GPU from just running away with excessive FPS in order to limit power consumption so that it's not consuming more power when it doesn't need to. It's not that your hardware is not capable of higher FPS, but rather that Nvidia is limiting its performance when it's deemed as not necessary.

If you use an overclocking/monitoring utility, the point at which Nvidia decides the card doesn't need to boost because it's not under heavy load is expressed as the No Load Limit.

Can you be certain that they have a 1070 and the same driver version as you? If not, then direct comparisons cannot be made because they're different configurations.
