It depends on how soon your friend needs a new pc. Usually it's best to wait so close to both companies releasing new products rather than buy right before an updated/improved version comes out. No way to tell how the new chips will perform until they exist and are fully benchmarked against existing products. No telling for sure what price they'll be until there's a pricetag on them. However if your friend can't wait a month or so then there's nothing wrong with buying what's available, it's the best they can currently get.
