Skyrim crashing before logo?

I've played the game last year with no problems and I have around 20 mods. It ran fine. I have returned and it won't load. I've spent 2 days trying to fix it and it's driving me insane. I press 'play', windowed screen pops up, doesn't respond and then crashes. I've reinstall the game more than 5 times. I've changed my audio to 44k, I've completely shut down my firewall (and inbound/outbound skyrim), I've tried running it in administrator rights, I've tried turning off wifi and load the game. Nothing works. I've been researching a whole bunch an nothing is working. It's stressing me out.

Specs:
CPU: i7-3770k
GPU: GTX 660ti
Ram: 16Gb
HDD: 1Tb
Operating System: Window 10 Pro 64bit
DirectX Version: DirectX 12 (Not sure if you need this info but anyways)

Remove+clean all mods, delete your game save file folder completely and from Steam, ask Steam to repair everything :)

Step 1) Open Steam and go to your Library tab

Step 2) Right-click on the broken game and click on Properties

Step 3) Click Local Files from the menu that pops up

Step 4) Click Verify Integrity of Game Cache, which will prompt Steam to start checking your files and folders for any errors

Step 5) This might take some time – especially for larger games. And if you do need to repair some files, then Steam will download those files, which might be several gigabytes in size. Be patient.

Step 6) Click Play game once the process is complete to finalize the installation and repair process

Step 7) Your game should be fixed...
