Skyrim CTD on Exteriors

So as the title says I'm getting CTD as soon as I try to load an exterior cell i.e. Helgen intro.
I just finished a fresh install, a new mod list, boss load order, cleaning and finally bash patch.

The crash initially happened when I finished setting up my fresh start and tried to start a new game immediately CTDing. my first thought was that it was the Helgen into movie problem I had briefly herd about.
so I tested this theory by installing random start mod and trying to start outside Helgen in a camp-site just outside Helgen but no avail.
my next thought was outside on a whole so I chose to spawn in solitude everything was fine so I confirmed by attempting to exit the castle and CTD...
this is my load order hopefully the problem lays here

did you clean everything? Because some are not meant to be

Guard Dialogue Overhaul for one is supposed to have ITMs/UDRs for it to work correctly
