Skyrim: Flicker white patches on character and npc modles

At first i thought it could be the face/body textures i was using but it's not. I have actually never had this happen before. This white patches on the character models flicker all over the NPC and Chatacter models.

I fixed it. turns out it was something to do with the shadow tweaks guide i was using. Verifying game cache fixed it.
