Skyrim flickering water with VSYNC off, when recording videoits gone?

Confused, so I finally upgraded my processor to something that dosen't cap out at 40 fps, now I'm getting about 120-130 fps in Skyrim with my 670, whenever I jump near water outside, or move the mouse up and down, it flickers, if I try to record it with fraps, it dosen't do it due to the FPS drop, I guess vsync would be an option, but I HATE the mouse lag, any ideas? Never had this happen in a game due to TOO much fps...

Ok...weird...bumping it from HIGH to ULTRA fixed it...any ideas why Skyrim does this?

most likely the game turned vsync on or another feature that is preventing shimmering or screen tear.
