Skyrim Frame drop and flickering screen

basically i have the same problem as this guy

My ini is a bit different though, anyway, I have the fantasy preset enb on project enb, with Climates of tamriel and Tamriel reloaded HD textures and my specs are: i7 4790k, 16 gigs of ram, R9 390x and i followed the link and reduced my graphics to high from ultra. Please help

No worries. I had similar issues with Skyrim a while back, and the only thing that fixed it for me was to turn on VSync. To try that, do the following:

Go to your Documents folder, then to My Games, then Skyrim. Open the Skyrim.ini file in Notepad. You should see the below lines at the top of the file:

[General]
sLanguage=ENGLISH

If not, then look for the [General] portion elsewhere in the file, and add the following line under it:

iFPSClamp=60

Change the value of 60 to the default refresh rate of your monitor if that isn't it. Save the file and exit, then try playing the game again and see what happens. If this doesn't work, then just remove that line from the file and save it again.

I just done messing with settings and it seems i didnt change my VRAM amount from 2 to 8gb so now it works as it seems. thanks for the help.
