Skyrim full screen problems?

i just downloaded skyrim, not from steam, but i cannot get it to go to full screen. i have tried Alt+Enter, i tried editing the SkyrimPrefs.ini file to say bFullscreen=1 and then i changed the dimensions on it to match my specs, but it said "access is denied" i created a new version of it that i could edit and put all of the changes i listed earlier in it ans swapped them so that the original was sitting on my desktop, then tried the game again, but it still failed. i am the administrator on the computer, i tried running the program as administrator, but none of that worked. when i start the game and i click options, and uncheck windowed mode, then click Ok, it automatically rechecks it whether i click ok or cancel. what do i do?
also, if what you have to say is not helping me solve this, don;t even bother responding.

How do you know he pirated it? maybe he meant that he bought it from an external retailer or bought a retail copy

i appreciate the response but unfortunately i have already tried that and it turned up as a failure.

seeing as this conversation IS NOT HELPING SOLVE THE PROBLEM, HOW ABOUT I SAY THAT WHETHER OR NOT IT WAS A PIRATED COPY OR NOT IS IRRELEVANT AND TELL YOU ALL TO SHUT UP UNLESS YOU HAVE SOMETHING USEFUL TO SAY.
