Skyrim: Game wont cap to 60fps (144hz monitor)

Hi

I would like to play Skyrim again but if i play the game it goes to 120+ frames with my build and so the physics break due to frame timing. I found a way to fix the frame timing to 144hz but their are still a few psychic glitches that prop up that are very annoying.

I don't mind playing some of my old games at 60fps (i cap Fallout 4 to 60fps for example) as i use msi afterburner with rivatuner to cap them but with this game it won't work. Even if i go into my advanced display settings to set my monitor 59hz my GPU while in-game will ignore this settings and run to 144fps. I have also tried setting my hz in the Nvdia control panel but again the GPU ignores it and just goes to the best frames it can until 144fps.

How do i force Skyrim down to 60fps?

If Wildcard999's suggestion does not work:

Try setting a hard limit using the program "Nvidia Profile Inspector". Under sync and refresh. "Frame Rate limiter" Enter your number by hand, do not use the pulldown menu choices. Typed in 60 will display as 3C in hex, so that's normal. Save by "apply changes" in the upper right hand corner. You'll need at least version 2.1.2.15 as previous versions will crash with the latest drivers. You can set this as a global limit, or on a per program basis.

You may need to VSync as well
