Why dont I have a Skyrim.ini

You do, you must have, you should find your Skyrim.ini in C:\My Document\My Games\Skyrim (default)

Would steam have anything to do with it?

You should do a search for it. It likely exists somewhere, you just aren't looking in the right spot. Keep in mind, if you haven't started Skyrim yet, it may not be built yet.

if your using win.7 its hidden go into your files and select show hidden files. if you dont know how http://www.bleepingcomputer.com/tutorials/show-hidden-files-in-windows-7/
then do what andivegito said

thanks for b.o. it took me a minute and lots of frusteration before i found out that there are hidden files.
