skyrim jitterring and lag

My pc is new but I just got skyrim and the recommended setting it tells me is ultra setting but the game is lagging sometimes and when I move the mouse to look it jitters I have a r7 250x 1 gb a fx 8320 and 8 gb of ram I don't understand what the problem is help please

Don't listen to skyrim, your system should not be set to ultra. I would set it to medium or low.

Try reducing the view distance, and don't use high res textures, 1 gig vram isn't enough for that game.
