Skyrim Low FPS With High End Rig

I have a GTX 1070 and a AMD FX-9590 (8 cores). Skyrim is only getting 15-20 fps with 20% GPU usage and 25% CPU usage. It is also only using about 4 of my 16gb of ram. Why is this happening? In options menus and the pause screen it goes back up, and for 1 second whennthe game starts it is at ~50, then instantly drops and from then on out during game play, no matter where I am, it stays at around 17. Vsync on or off doesn't help. Turning the textures down all the way doesn't help. Patches and fixes don"t help. Setting Nvidia settings to maximum performance doesn't help. I'm at the end of my rope here. Why isn't my hardware trying its best to get better fps, what can I do to fix it? Please help!

check temperatures, maybe the CPU is throttling, or maybe the GPU is not receiving enough power and running low, and than bottlenecking the whole system.
I also think it could be your RAM, if RAM usage is low it can bottleneck the GPU and CPU, causing them to not work completely and giving you low framerate.
Check if your windows is recognizing and using all 16GBs of RAM. Run a stress test on your RAM with prime95 to check if everything is ok. And you could also do a quick stress on the CPU to see if it can reach 100% usage. If your pc crash in any of those test your hardware is defected

Solution
I am a bit embarrassed to admit, but it was a mod I was using that caused all this. Still not sure why it happened, but I did figure it out. Just posting this so anyone with the same problem can fix it. (As apposed to abandoning it, like a jerk.) If you have the mod XP32 skeleton, it causes this, no matter what. Get XP32 Extended, and it will fix it. Just marking Nathan's as the solution since I can't seem to mark my own. :/ Anyway, good luck all, and thank you for your help.
