Skyrim mod file that's a .torrent

So I'm following the S.T.E.P modding guide for skyrim (link: http://wiki.step-project.com/STEP:2.2.9#2.F._Conflicting_Graphics) one of the mods it directs you to download is Skyrim realistic overhaul (link: http://katproxy.com/skyrim-realistic-overhaul-dg-v1-6-optimal-1k-2k-t7796411.html) so I download it and it's a .torrent file and I have no idea how to handle them.

You don't. That is the point of P2P (person 2 person).
There is not some big central server that you download from. It is getting that file, in a bunch of tiny pieces, from other peoples personal hard drives. Like yours, if you start up your torrent client.

It is to distribute the workload and bandwidth.

In most torrent applications you can reduce the up bandwidth to minimal, or completely off.
