Guys i solved the problem i think, updated mobo drivers because of this realtek hd audio or something like that even though i dont have a realtek sound card and then updated gpu drivers and now its magically fixed, thank you all for the insight though
The version you get from Steam now is the Special Edition, which I mentioned was problematic for me. I had to use subtitles to figure out what people were saying some times. This got confusing when two people were talking at once as one would show in the subtitles and the other was just verbal.
I unistalled all mods and the game and clean installed from steam, still happens. I dont have any dlc
Have you tried starting a new save? Maybe the old save was corrupted. If you don't want to you can try cleaning it.

I'm pretty sure he has the original one as the Special Edition comes with all the DLCs and according to the OP, he has none. Also, from my experience with Special Edition, I never had that type of problem so I don't know what's going on here. I always use subtitles for both iterations on Skyrim.

Realtek makes their drivers to be able to run just about any audio hardware out there, and they do a very good job. It's nothing high-end; using their drivers with say a SoundBlaster Z would result in you not getting the full experience from the Z, but it'd probably run just fine and sound good.
