Skyrim (PC) Unable to see shadows anymore

Hello,
When I first installed Skyrim around 2 weeks ago, the pixelated shadows are there. I know they suck. But then, I installed ENB and few mods. not sure when it started, but now the shhadows are totally gone, although I had reset the SkyrimPref.ini file. I turned off all the mods, and "uninstalled" ENB, the shadows are not there any more.

I am using ATI Sapphire 7970 Ghz Edition.

Some said that it's the 7900 series problem, but I was able to get the shadows initially with the same graphic card, so i don't think that is the problem.

It's not a problem with the graphics card. It is most likely you have the d3d9.dll kicking about in your install folder. Delete it.

I found out the problem is that my skyrim cant use shadow with the resolution of 4096 when I use ultra settings. when I change the shadow resolution to 2048, the shadows are back.that is weird because I used to play with ultra initially.
