Skyrim Performance Issues

The person who bought me my new PC made a terrible mistake in buying the slimline model of the DELL Vostro desktop. As it is slimline I can fit virtually no graphics card into it except for really low end cards. My current card is a nvidia geforce G210 and I have been trying to run Skyrim with it but even on minimum settings and performance mods I can't seem to get it to run at 30 fps and am stuck at 20-25. The PC's specs are: Intel core i3 @ 3.30 GHz, 6gb ram and 1024 MB nVidia Geforce G210. I was wandering if there was any way at all to play Skyrim at 30 fps. A specific thing I thought about was overclocking it but I'm not sure if that would do anything. Any advice is welcome.

^ If not the above, then there are some config tweaks I can recommend. I did a hell of a lot of performance mods and tweaks to get 30-40fps on medium on my MacBook Pro (GT330M).

Change these under [display] on SkyrimPrefs.cfg:
fInteriorShadowDistance=0.0000
fShadowDistance=0.0000
fShadowLODStartFade=0.0000
[Decals]
uMaxDecals=0
bDecals=0
bSkinnedDecals=0
uMaxSkinDecals=0
uMaxSkinDecalsPerActor=0

Also I have a Skyrim Ultra Low Graphics Mod on SkyrimNexus you could try, it is a bit ridiculous, looks like morrowind and targeted for worse cards than yours but you could give it a try:
