Skyrim problem driving me crazy

OK I just bought a 560ti at best buy earlier today just to be able to play this at low setting because my 8800gtx was lagging but I'm getting same problem as with my 8800gtx that whenever im outside in this game i get really bad lag inside is fine and I just realized that my overclocked e6600 running at 3.0ghz is only being utilized like 10% on each core and my gpu is only being utilized 40% while the game is lagging if someone can help me I will appreciate it greatly. And I know my cpu is bottlenecking the gpu but I should still be able to play on low settings.

I'm no expert but I'll give my 2 cents.

Make sure all your drivers are up to date.

More details on your specs would probably help people help you more.

You say its the same problem as your 8800gtx which makes me believe the problem is not within the graphics card but something else. Once again I'm no expert this is just my opinion.

I'm not sure if your cpu is bottlenecking the gpu seeing how you have it overclocked to 3.0ghz. I have a hd7870 using a 2.7ghz i7 920 And even though the i7 920 is a well reviewed cpu, it is not overclocked like yours is. I have 0 knowledge in the cpu area though so i wouldn't know for sure.
