You can see below my PC Specs, I do not have an ENB, no I am nearly 100% sure this is not because I'm out of VRAM a the GTX 970 has 4gb. I do have a great many mods and a Papyrus LOG. My first solution was to reinstall Skyrim and reinstalling mods but, low and behold, I get EVEN MORE purple textures. I used to only get them for imperial armor which I used to be able to deal with ass I would simply pickpocket them off of guards to rest my eyes. Except now. as you see in picture, THERE EVERYWHERE. Help greatly appreciated :)

Snippet of Papyrus (because it's so large) it ust keeps repeating these lines over and over and over

Purple textures means you are missing those textures, usually this happens if you replace and remove mods. At this point I would say nuke your skyrim install completely; ini files, everything. Then reinstall and run vanilla skyrim, should be no issues there. Then make a backup of your vanilla Skyrim installation. Then either use NMM or Mod Organizer in tandem with Wrye Bash and Loot to install mods. Make sure to sort mods with LOOT after installing them. S.T.E.P. has a good modding guide http://wiki.step-project.com/STEP:2.2.9.2 for making sure you have mods that play well together. If you use NMM make sure to test each mod individually, with MO you should be able to simply deactivate mods as it creates a virtual folder, but MO is a PITA imo. Anyway like I said, your problem is textures are missing.

Indeed. This makes ssense and I, ironically, have alrady done everything you just recommended. I 'nuked' the folder reinstalled vanilla, amde a backup with vanilla, reinstalled mods ussing NMM according to Wyre Bash.

This actually caused even more purple textures than before. I cant seem to find anyone else with the same problem, naturally, but I really need the help

What happens with 0 mods installed? Because for me it sounds like either your uninstall left some files behind. By uninstall I mean no trace whatsoever of Skyrim ever being on the computer, to include running CCleaner and crushing any remaining registry links. Other than that it's either your VRAM being breached possibly (which the 970 is a bit on the weak side with that last 500MB being super slow compared to the rest) or possibly your GPU is overheating/artifacting. Or it might be a driver issue, have you tried an older driver at all?

I will proceed to install old driver.

Nah of coursse it didn't work. Whiterun is worse as the textures arn't just 'missing' there.... gone..... I am literally falling through the floor and there are red triangles everywhere.

Also it would be exceedingly painful to have to re-download skyrim again as it ussually maxess at 250kb/s

If you have a backup of vanilla you shouldn't have to re-download I guess, just delete your ini files, uninstall all the mods, delete everything in the skyrim folder then dump in your vanilla backup. Ideally I would nuke it all, but if you have a vanilla backup you can try that first.
