Skyrim running at only 23-30 fps on ultra unsure why

I dont understand why skyrim is running so poorly I have uninstalled all Enhanced texture mods, made it run on lower settings and the FPS stays almost the exact same. My specs are
AMD FX 8300, 12GB ram, GTX 750 ti.
Anyone have a clue why this could be im seriously confused and dont know what else to do.
 


My processor almost never tops 50C as for mother board it is very old I don't know much about it anymore just that it is very old.
 
Yeah so it could be that the motherboard is making your processor throttle. This happens a lot with cheaper 760/970 chipset motherboards with very poor VRM cooling especially with FX-8xxx processors. If you take a look at your motherboard you should see the brand and model name somewhere.

You playing a lot of other games where your performance is normal?
 


I am able to play counterstrike GO maxed out perfectly fine, Tera nearly maxed out at around 30fps, Shadow of mordor medium-high settings at around 30-40 fps
I'll have to check the name of my motherboard in a few minutes but those are just a few games I play on my pc
 
Tera and Skyrim are both good examples of CPU intensive games. I think you should be getting higher than 30 fps with both if you have an average/good graphics card which the 750 Ti at 1080p is.

So both Tera and Skyrim are not performing as they should. I think you should see 60 fps in both games so I'm of assumption that your CPU/motherboard is not running at cool temperatures. It is held back by heat.
 
Alright so I finally fixed the problem, It seems that not all mods were being fully uninstalled or uninstalled correctly. After uninstalling the game uninstalling all mods in NMM and uninstalling then reinstalling NMM I can run the game modded out maxed out with graphics mods and get a fairly steady 60 fps (perfect 60 without mods)
