Skyrim stutter when looking up and down?

PC specs:
Processor - AMD Phenom II X4 965 Black edition (3.4ghz)
Graphics Card - AMD Radeon Sapphire R7 270X 4GB OC edition (8GB total shared)
RAM - 2x 4gb(8gb) PNY DDR3
Power Supply - 850watt EVGA SuperNOVA G2
Motherboard - GIGABYTE MA785GMT-UD2H

when i play skyrim its fine in 3rd person but in first person when i look up and down it feels like its lagging and stuttering and all jumpy and jerky. i play the game on ultra with some mods for textures and all that but nothing that should affect that. ive tried messing with stuff on my video card. i turned on triple buffering and it helped slightly for a little bit... any idea how to fix this? or is ther a camera fix mod or something?

1. Turn down quality to high which is almost the same quality.... 270x might not be able to handle ultra

Then follow these steps.

"The problem is specifically shadows on Ultra, they stress the CPU and cause intense micro stutter. What you need to do is set Shadows to LOW, everything else can be left on Ultra. Then, go into your SKyrimPrefs.ini and edit the shadows to be much higher quality without causing stutter.

Solution


Okay i will give that a try and my 270 plays it at a solid 60 only seen it drop down to 53 once and i only notice the stutter only in first person when i look up or down no where else. but i will try those settings on it.
 


I tried it and it still was doing it. But i removed the high res texture pack that steam had and it improved it massively i dont know maybe something with it and my texture pack i had a interfering with each other
 
Remember to check your mod load order with BOSS. Actually you should not probably have any problem running high res tex pack at high setting with your GPU but perhaps your processor and motherboard are bottlenecking it?
 


ehh i doubt it like i said the game runs flawless the only thing is when i am in firs person and look up or down it looks jumpy its perfect looking right to left and in 3rd person theres no problem at all. Im thinking its just a bug in the game, nothing to do with hardware
