Skyrim Stuttering R9 390

I can easily max games on my 720p resolution monitor. On vanilla Skyrim, I either have 60fps with stuttering that is VERY noticiable, or lag spikes that are really common. I have a i5-4440 CPU paired with my 390. None of my CPU cores go to 100% and for some reason my gpu usage is REALLY low (usually stays at 0 and spikes to 10 at times) My drivers are all up to date (16.3). How can I fix this annoying stuttering?

make sure the intel chipset drivers and mei driver is up to date and check for any bios updates. make sure ram set to xmp profile in the mb bios.

also try turning off all power saving features to keep the gpu from down clocking.

Motherboard website, download a program called "Speccy", it will tell you what your mobo is as well as other stuff, just search your mobo up and look for driver's.

You should try to re-install your graphics drivers, choose a clean install when you do.

How long have you had the card?
