Skyrim stuttering when looking around

Hi there people.
So after a long time of not using my PC, I booted up and installed Skyrim Special Edition.
The first thing I notice however is IMMENSE stuttering and freezing when looking around or moving left or right (seems to be new enviroment + objects that need to load are messing things up).

I tried everything I can think of what other users with the same issue reccommended.
Turn off Vsync, turn on Vsync, turn off mouse acceleration, play in windowed borderless mode, lowest settings.. the problem persists!

I know that the PC that I'm running the game on is not very good, but the funny thing is that I used to play Skyrim on high with great FPS on the exact same PC! Also games like Bioshock Infinite on high settings with no stuttering or lag at all..

PC:
Intel core 2 duo E6600 @ 2.4Ghz
AMD Radeon HD 6670 1GB
2x 1GB DDR2 RAM
120 out of 250GB left on hard drive
No heavy CPU / Memory / Disk usage or leaks.

So as you can see, not a strong PC but I used to run Skyrim on high flawlessly.. Maybe because Special Edition has better textures and I used to play oldrim but... I don't think this is the problem as the game runs smooth when standing still.

One thing I must mention is that I don't have the latest driver for my GPU.
AMD settings says that I can update from 15.301.**** to 16.60.****
However when I click install, it does nothing but install Catalyst Control Center, where clicking "update driver" just takes you to AMD's webpage to install Catalyst Control Center again -.-

But yeah I don't think it's the GPU driver as I have a fairly "recent" version.
Any help would be very much appreciated!

Your PC doesn't meet the minimum requirements for the special edition version.

So you're saying that the enhanced textures of Special Edition are actually so much more enhanced, that loading new environments while looking around with the mouse are what hurts my PC?

Really didn't know Special Edition was much more intense! Thanks! I'll try to get ahold of oldrim and report back here with my findings!

EDIT: For anyone wondering whether I did or do not do my research before getting Special Edition;
All I could find is that SE is a bit more heavy on the PC, but much more stable and optimized, so I guess I just went ahead and tried it.
