I only get a locked 60 fps with skyrim, and i cant finde where to turn v-sync of, does anyone know? and also how come my mouse takes 3 clicks for it to respond when im trying to fight?? please help

1) SKYRIM does not have VSYNC in the options. It's on by default but can be disabled in the INI.

2) You can force it off (or use Adaptive VSYNC if preferred as I do) in the NVidia Control Panel. Probably can for AMD as well though if you want to use the "adaptive" method which turns VSYNC off if you can't maintain 60FPS (for 60Hz monitors) then use RadeonPro's "Dynamic VSYNC"

After checking it just now, you are right. Do you think that the lag is caused by the CPU usage or something else?

I'm not sure what's going on there.

Your CPU and GPU sound like they're working fine as you get a solid 60FPS as expected on a 60Hz monitor with VSYNC running.

If your mouse clicks work fine in Windows I doubt it's the mouse itself.

That doesn't leave much except a problem with the game I guess, but I'd still try other mice for now (or better yet get use an XBOX 360 controller).

1) Try a different mouse
2) Try an XBOX 360 controller if possible (rumble makes game more immersive)
3) Verify game content if installed via STEAM

To verify content, right-click the game in Steam's list, the "properties"-> "local files" -> "verify integrity of game cache"

If you have MODS however this may be problematic as it may rebuild. I've had no issues with mods in Skyrim but then I've never verified the game cache either.
