News Sleepy Intel Ice Lake Xeons Take Longer to Ramp Up Frequency

In my day job (which is only partially related to IT support for our global customer base) I find that certain recent Intel processors are causing timing issues with our equipment communications, seemingly due to C1E latency. This wouldn't be a big problem, except some PC manufacturers (e.g. L....o) do not seem to be exposing the ability to disable C1E (a.k.a. CPU Power Management) in the UEFI BIOS (as in the past), yet I receive confirmation that it is enabled via utilities. Since I am not allowed to remote into these systems (and disabling C1E via utility is not a long-term solution), I can only take the word of their IT departments. Thus, I have them swap out the PC for something that we know can keep up from another OEM, often with a similar Intel CPU and seemingly no need to manage C1E manually, which makes the root cause diagnosis more suspicions.
