SLI 970 FTW+ bottlenecked by I7-4770?

Been troubleshooting for awhile. My SLI cards only go up to 70% utilization with the Witcher III. 3dMARK takes both cards to 95%+. I've troubleshot with EVGA customer service, and they suggested that I am bottlenecked by my CPU. I am pretty surprised an I7-4770 would bottleneck SLI 970s to 70%. Any thoughts? Also, if that is the case, if I were to sell the 4770 for the 4770k and overclock it, would I still expect a bottleneck or could I get all 100% utilization out of the cards. My motherboard is Z87 chipset, so I am limited to the 4770k. Thanks.
 
Forgot to mention the details. Playing on ultra, hairworks off. Seeing dips down to 45 FPS with SLI 970s due to the low GPU utilization. Specs: I7-4770, SLI 970 FTW+, EVGA Supernova G2 750 gold, 8 GB RAM, EVGA Z87 Classified.
 
You shouldn't be bottlenecked, and if those are your CPU usages then it's likely not a bottleneck. Also with a Z87 you can use the newer Haswell Refresh chips as well, just as long as you have a supported BIOS.
