SLI performance worse than single card

My rig:
2x MSI 670 PE
asrock z77 extreme4
i5 2500k work horse
2x 4gb g.skill 1866
750 psu

CPU is overclocked to 4.5 and graphic cards are on stock settings.
When i had just one card, everything ran great on maxed out settings, stayed above 65fps without any issues but unfortunately that 670 started showing its age especially in cpu demanding games (yes gpu is still very important in cpu intense games) like Arma 3 and Rome 2 TW.

When i added 2nd card and activated sli, instead of getting a nice boost i got like 20% decrease in performance which didnt make much sense. After trying many different approaches like: swapping cards around, reinstalling drives, flushing bios, reinstalling games, moving sli bridge around.. nothing worked. Eventually i decided to clean up pc and reinstall windows, which surprisingly fixed sli issue. I finally got that 80-90% increase in performance, my new 110 fps performance put a big smile on my face.
4 month later, back to square one with this issue. At one point i had to temporarily disable sli and after activating it i noticed that Arma 3 was no longer receiving that sli boost. Game was showing single card performance with a lot of stuttering and freezing. Rome 2 was still receiving that sli boost but slower. After failing to find the solution i decided to do another reinstall of windows and bios flush. Unfortunately this time that did not fix the issue, single card is still outperforming sli.
Currently Rome 2 runs at 40fps with single and 29fps in sli.
I tested both cards in single and sli on a different pc with different motherboard and i5 3570k and same Rome 2 with same settings showed 70fps on single and 105fps in sli. So cards are not an issues that is for sure.

My brother pointed out that i might have a bottleneck (heard so many times about it and still no clue to what that is), because after 2nd reinstall i ran cpu on stock setting at 3.3. So he advised me oc cpu again, which i did back to 4.5 and that did not fixed the sli issue. Gained extra 10 fps, still at 40fps on single, 30fps on sli. Recently deleted msi afterburner after reading somewhere that it can cause issues, that didnt do anything. During benchmark it shows that cpu and gpu 1 are at 30% usage while gpu 2 at 99%. Before benchmark starts all of the numbers explode for a second or two and go back to normal.
Also, this is my 2nd ASrock extreme4, i RMA 1st one because i could not pin point A2-A6 error code. I still get A2 error code, but once again i can not pin point the problem.

Any help would be really helpful, thank you ladies and gents.
 

I am using Arma 3 and Rome 2 as a reference here. I used only this two games for benchmark testing.
I do know that some games have a really bad sli scaling, and some do not support sli at all which results in a terrible performance, but please refer to my original post and understand that this is not the case here. SLI adds really significant improvements in performance to both games.
My pc produces 40fps on a single card and 30fps in sli. Another pc with a different mobo and stock i5 3570k with my graphic cards produces 70fps on a single card and 110fps in sli. Still using Arma 3 and Rome 2 for comparison here, everything is compared here almost oranges to oranges.
Something is going on in my pc that causes sli to produce a negative effect, and i cant figure out what.
