yes, but both cards will default to the slowest card's speed

Yes the highest clocked card wil downclock to the other card but make sure your motherboard supports it and the cards have the same amount of memory

overclocking automatically applies to both cards, you would be limited by the silicon lottery of the worse overclocker of the pair of course

Damn, I was hoping to throw a Zotac Amp Extreme in there because its a really nice overclocker, but 2 GTX 970 windforces will be plenty for what I want to do.

Don't they have to be at the same speed?

They have to be at the same speed but if the one has higher speed you can OC the slower instead of downclocking the other one
