I found a way to fix the background slideshow. I went into themes, and saved my current background settings as a theme and named the theme and then saved it. My background now changes like it should have.
Are the files stored on your local computer? I’ve seen problems when they are on OneDrive or other servers and they don’t go through the different photos.I have just enabled slideshow on W10 background wallpaper settings, and set it to 1min interval, but pictures are not showing up. I have at least 30 or so images on that folder. It's stuck with the same image for hours now.

The hidden setting is in power settings.
Go to Control Panel\Hardware and Sound\Power Options
Change Plan settings
Change advanced power settings
Desktop background settings
Slide Show : make sure it's available.

Now you should see a file called transcodedwallpaper. rename it to transcodedwallpaper.jpg and it should work. Mine was initially just called transcodedwallpaper.file

right click start button
choose powershell (admin)
copy/paste this command into window:
Repair-WindowsImage -Online -RestoreHealth
and press enter
Then type SFC /scannow
and press enter
Restart PC if SFC fixes any files as some fixes require a restart to be implemented
First command repairs the files SFC uses to clean files, and SFC fixes system files

Yes, I grouped all my wallpapers by resolution.It's an odd text below "Choose albums for your slideshow". Mine shows a folder name here. Do you have a folder named "3440x1440-2560x1080", that you have chosen?
