Slight stutter in many games(fps drops to 59 usually when this happens)

This may not be that big problem for some people, but I became obssesed with it, since I experience this in so many games. It's not in every game, but I rarely find stutter free game. Usually I need some twerking around with nvidia control panel to remove stutter or at least some stutter, and sometimes I can't at all. For example I had small stutter in Bastion and setting vsync on in nvidia control panel fixed the issue. It's maybe cause my gpu is more powerful than cpu, but I've searched internet and found many people with monster cpus too, who have same problem. So could it be cause I have TV and not the monitor? Also I use some cheap VGA cable(about 10 euros). I rarely have fps issues, I can max a lot of games at 60 fps, but that slight stutter is real problem and became very annoying to me. Tnx in advance

Did you resolve your issue after upgrading?

So I just tried what you suggested. First for Batman Arkham Origins. Fps was 58-60, core usage was 25-60% for every core and it was still stuttering. Also tried for Metal Gear Solid Revengance, cpu usage of 2nd, 3rd, and 4th core were 25-30% and cpu usage of first core was 50% and fps was constantly around 58-59 and it was still stuttering. Then I capped fps to 58, and it was constantly 58 and it was still microstuttering.

Yes, my issue was completely resolved. Many games doubled in performance.

Alot of them are now 100+ fps buttery smooth

So only upgrading cpu fixed your issue? I am thinking of getting i7 4790K, but maybe in 6-7 months. I am just not sure if I need new monitor and hard disc upgrade.

Yes the only thing that changed in my system was the processor (and of course the motherboard and ram, because its impossible to run an intel processor on a amd motherboard obviously lol)

P.S. a 4790k is definitely no slouch of a processor, its very nice

What do you mean it's very nice? I heard it's the best for gaming.

Well I know that it's time, but I don't have money now, since I have college obligations. Need to wait a year or so. Anyway, maybe I didn't explain it right. I have issue with totally random games. I can play Shadow of Mordor at max 60 fps without stutter, Max Payne 3 too, Far Cry 4 55+ fps without stutter but then I get stutter in 2D games like Dust An Elysian Tail occassionally(59fps), in Witcher 2 I get 55+ fps on Ultra and I still get stutter. Even on low. I even played SystemShock2 that's from 1998 I think and I had that slight stutter sometimes. Stutter in games is usually evere few minutes, or in some games every hour, and it lasts one second or less always. And always the same length of stutter in almost every game I encounter stutter. The worst case for me is in Batman Arkham City where no matter what settings fps is 59-60. Every 2 second it drops to 59 and goes back to 60 resulting in constant stutter. I know that upgrading cpu will probably fix the issue, but I am afraid that this is something else. I shouldn't have stutter in 2D games if I can play Shadow of Mordor at ultra at 60 fps on max which is demanding game(textures on high since it requires 6gb of VRAM) or games like Max Payne 3, Far Cry 3-4 or Crysis 2.

You could get i5 4670k. There isn't that much difference between the i7 and i5 in gaming because most games use only 4 cores/threads. So HT is useless there.
The difference in performance comes from clockspeed. So just overclock the i5 and you get near i7 performance.

I know but I'll go with i7 4790k, I don't have much luxury to upgrade that often. I am gonna need to wait a year to upgrade though. But can you see my answer I posted above. Makes no sense to me to have issues with not demanding games, if I don't have with some demanding.
