Recently I installed the latest CPU with following hardware
1. Gigabyte B85MD3H
2. Intel core i3 4150 processor
3. G skill 8 GB RAM
And windows 7 pro sp1 64 bit

When start up the welcome screen is taking a lot time of nearly 1 minute to open home screen. What would be reason? Is any way to get fast boot under 10 seconds.

Solution
put "msconfig" in the run menu (without quotations) and press enter --> go to the "startup" tab and check how many programs start up with Windows. Disable programs that you can easily start manually; Steam, Spotify, Skype etc.

As pointed out by WVMountie07, your harddrive is the biggest single component to affect load times/boot times.
What are your hard drive specs? If it's an older HD it could have something to do with the read speed. Upgrading to a SSD would definitely reduce load times on the OS or any other program you wish to install on it.

You don't have particularly blazing fast hardware, and on top of that you haven't listed your hard drive specs, but if you're running a 5900 RPM hard drive, then 1 minute is actually pretty good!

10 seconds is not going to be possible. Even running an SSD it takes mine about 20.

Hi,

What type of hard drive do you have currently installed in your computer ?

To have a fast boot time you must install you're operating system on a Solid State Drive (SSD).

I have one in my system and I am ready to game within 15 seconds.

I am pretty sure that will resolve your problem.
