Slow boot times on SSD

From what I have heard, a SSD on a decent system should be able to boot in under 20 seconds, most people getting to the desk top in about 12 on a cold boot. I am at exactly 35 seconds to desktop.

My operating system is installed on the Vertex 4. I have enabled AHCI, disabled other boot options and have made sure the Vertex 4 is at the top of the boot order. I do not believe my BIOS have a quiet/quick boot option, at least I haven't found it. My BIOS were recently updated.

It appears my SSDs are not performing to their potential, each one being rated at around 500mbs read/write

35 seconds sounds fine to me. Are you sure the other people you heard from were telling you the truth?

Not at all! It just seems from multiple sources that 20 seconds and under is the norm and I feel with my set up I should be able to achieve that.

Also, my sequential times are low, especially the write on my vertex 3 (Read: 444.02 MB/s Write: 142.20 MB/s)

Are you starting your stopwatch when you see the Windows logo, or when you press the power button?

Drives (SSD or HDD) are not accessed during BIOS POST, only when the O/S is loaded.

^^^ that and if you had the HDD connected when you installed windows to the HDD your boot files are propbably on the HDD. Look in disk management and check which drive has the system partition (100mb)

Stopwatch on Power button. From the windows screen (when its enabled) is probably about 12 seconds. Does it make sense that my BIOS take roughly 23 seconds to load?

Also.. Yes.. The partition is on my HDD, NOT on the SSD my OS is installed on.

You can usually correct that by disconnecting the hdd data cable and then booting up and running startup repair a few times.
