Question Slow boot

Currently trying to fix a friend's computer. Takes roughly 1min 35sec too boot but if u boot in safe mode, takes about 30sec. Hard drive is ssd. Tried all the common things and nothing worked. Any ideas?

What are the "common things" you tried?

Safe mode boots using minimal drivers.
It does take time to load them, particularly if your cpu is not a strong one.

Yes, all of the specs would be useful.
If the motherboard and windows supports fast boot, that can speed things up.

Another option is to not normally shut down. Use sleep to ram(no hibernate) instead.
That puts the parts into a very low power state, not much different from a full power off.
sleep/wake should be only a few seconds.

Malware scan shows nothing
I made sure Windows was up to date
It's running windows 10 10.0.18363 build 18363.
And the only thing installed recently was windows updates and their amd software

I have tried
Booting in safe mode
Updating display drivers
Install windows updates,
Turn enable ulps off in registry
Disable all start up programs
Turn off fast boot
Disabled all non Microsoft services

Some thoughts:

1. Some bios will default to checking ram on a cold boot. Turn that off if it is present.
2. A modern bios will have a option called fast boot.

That writes the contents of ram to a drive when shutting down.
On a subsequent boot, it will load ram from that file instead of fetching individual components separately.

It's a hp computer, the bios didn't have anything about what you said.
Any other ideas? Like I said I've tried most I can think of and found online.
The computer is running an AMD ryzen 5 2500u processor and has 16gb of ram if that helps
