Currently trying to fix a friend's computer. Takes roughly 1min 35sec too boot but if u boot in safe mode, takes about 30sec. Hard drive is ssd. Tried all the common things and nothing worked. Any ideas?

Safe mode boots using minimal drivers.
It does take time to load them, particularly if your cpu is not a strong one.
Yes, all of the specs would be useful.
If the motherboard and windows supports fast boot, that can speed things up.
Another option is to not normally shut down. Use sleep to ram(no hibernate) instead.
That puts the parts into a very low power state, not much different from a full power off.
sleep/wake should be only a few seconds.
Some thoughts:
That writes the contents of ram to a drive when shutting down.
- Some bios will default to checking ram on a cold boot. Turn that off if it is present.
- A modern bios will have a option called fast boot.
On a subsequent boot, it will load ram from that file instead of fetching individual components separately.
