Slow Computer.....Hardware Upgrade recommendations

I have 5 desktop computers spread across retail stores in greater central Florida. In each store we have a desktop and surveillance system connected to a modem via ethernet cables. The surveillance systems can be accessed remotely which I understand would drag down the computer down when doing work on the internet but I am 100% positive that this is not causing the speed issue as the issue remains even when the surveillance system is not being remotely accessed. We aren't talking about high data usage activities either (such as watching videos), we are talking about using Google to access spreadsheet files.

Two of the 5 desktops are running extremely slow during internet based work. These 2 desktops happen to be the same exact computer, Dell Model: D14S. My question is I would like to speed the computers up and I am open to what hardware I should upgrade? CPU or Memory (RAM)? Or are there some internal settings that I can change to make the computer a little faster?

First of all google spreadsheets and most of in-browser things works slow quite often.
Before upgrading hardware you should take a look at software, perform some cleans/refresh systems/get a different browser/turn of not needed programs.
First of all check out in task manager usage of CPU and RAM, make sure that you dont have some magical not needed processes in the background.
