Slow data transfer rate (when copying (sending) files from HDD to a usb pen drive but vice versa of it is fast)

It starts from 20MB/s and gradually drops down to 2-3 MB/s and goes at that rate. Sometimes drops down to 0 bytes and again rises and stops at 3MB/s. This is unusual, I never had this problem in the past.

All happened after formatting my computer and reinstalling windows (8.1)
Is the problem with my hard disk?

Not only USB pendrives, now it's same for DVDs. Slow writing speeds. I checked every USB port, but still slow.
BTW even in Windows 7 I got slow writing speeds. I don't think this is a OS problem. But something simillar hapened to my brother's laptop hard disk after installing windows 8.1. His laptop had slow writing speed too, and he got several messages/warnings from HP (his laptop manufacturer) directly from Bios may be. It was a hard disk failure. So he bought a new hard disk. Then everything went as usual.

Do you think this is a symptom of hard disk failure? I haven't got any warnings from Gigabyte (mobo manufacturer) yet.
 
You might need to set the write cache mode. Open Windows Explorer and find the flash drive. Right-click on it, then choose "Properties". Then click the "Hardware" tab, and click the "Properties" button there.

At the bottom of this screen, click the "Change Settings" button. Click the "Policies" tab. Now click the "Better Performance" radio button and click "OK".

This enables write caching on the thumb drive, but you MUST use Windows "Safely Remove Hardware" option (click the icon on the taskbar) whenever you take the thumb drive out or else you might lose data.
