Slow Desktop to Server File Transfers

I am currently running a home server from a Toshiba Satillite Pro U300, connected to three WD External Hard Drives (1TB and two 3TB).

When transferring files (Movies, large RAR files <1gb) from my desktop to my laptop the transfer speed is only ~4 Mbp/s. (I never need to transfer the other way so haven't tested)

My internet connection from my laptop is ~60 Mbp/s, so I know the connection can handle that much speed.

The hard drives all use USB 2.0 which should be 480 Mbp/s, and the hard drives shouldn't be too far off that. (?)

Using LAN Speed test I can get 35Mbp/s transfer speed (Which is still surprisingly low).

I have tried so many things (Large Send Offload, disable IPv6 etc) yet nothing seems to have worked.

Any suggestions people?

Edit: Running latest Windows 8.1 on my desktop, Windows 8 on server.
 
Are any of the connections wireless? If so, a "better" router may help. Especially if multiple wireless devices connect at the same time, bandwidth available to any one device may be reduced, and ALL devices on the same band (i.e. 2.4GHz or 5 GHz) will be limited to the speed of the slowest device.
 


Nothing is wireless. Running from my BT Home Hub 3 downstairs, through plugpoint routers, to a NETGEAR router upstairs, straight to my laptop.
