Question Slow Download but Upload fine can't figure out why?

Slow Download but Upload fine can't figure out why.

had engineer out they tested the connection from the router and its saying i should be getting 900mb down and up but for some reason im not.

i get around 250-350mb down but get the full 920~ up.

attempts so far:-

tried changing ethernet cable (cat6)
tried reinstalling every driver and even a fresh windows install ( which did give me around 700down after install for about 2 days)
tried different browsers no change.
starting in safe mode with networking no change
bought a new z390 board no change either

Please list the make and model of all network hardware.
What is the model of the motherboard? Some motherboards, like the Asus ROG line, have software that tries to optimize for game performance.

Vodafones Gigafast router connected to a city fibre ONT.
( was getting 900 down and up till around 2months ago)

motherboard is asus tuf z390-plus gaming

ran that TCP Optimizer and speed has increased to 700mbps down
