[SOLVED] Slow download but very fast internet

As you can see, I can stream 4k with no buffering. I can game all day without experiencing any lag. Everything seems normal but when I download something, my max download speed is around 45kbps to 100kbps. This only happens when I download something off the internet, but when I surf, stream, game and so on, i don't experience any lag at all. I've already checked my network task manager, nothing's hogging up the bandwith, I've also restarted my router and nothing changed.

Where are your downloading from?

What does speedtest say. Speedtest is a form of file download so it should also be affected if there was a limitation.
